# 1. Purpose

This document defines the known limitations and production-readiness boundaries of the LEO Procurement / Accounting Anomaly Review Dashboard v0.6.

The purpose is to state clearly what the current local prototype can do, what it cannot do, and what would be required before any production or institutional deployment.

This document is necessary because the dashboard is now strong enough to be demonstrated, but it remains a local prototype.

Clear limitations protect the project from overclaiming.

They also protect LEO from being misinterpreted as a production audit system, legal decision system, or autonomous enforcement tool.

# 2. Core boundary

The current dashboard is:

The current prototype has limitations in the following areas:

These limitations do not invalidate the prototype.

They define what must be addressed before production use.

# 5. Data quality dependency

LEO analysis depends on the quality of input data.

If input procurement/accounting data is incomplete, inconsistent, outdated, selectively prepared, or incorrectly structured, the resulting findings may require additional verification.

Current input quality state:

`READY_WITH_WARNINGS` must not be treated as a cosmetic label.

It is a meaningful interpretation boundary.

# 6. False-positive risk

False-positive risk may increase when:

* source data is incomplete;
* source data is manually prepared;
* source data is not independently verified;
* benchmark context is incomplete;
* supplier data is incomplete;
* documentation is missing;
* categories are inconsistent;
* records were imported with warnings;
* the same local dataset is reused without external validation.

A false positive does not mean the system is useless.

It means the finding requires human context before interpretation.

LEO should be understood as producing:

# 7. Source trust and provenance limitation

The current demo uses local user-provided input files.

Current source trust level:

LEO does not guarantee that the data was not modified before ingestion.
LEO does not guarantee that the data is complete.
LEO does not guarantee that the data came directly from a trusted source system.

This is one of the most important limitations.

If a corrupt or careless actor provides manipulated data, LEO may detect inconsistencies, but it cannot guarantee full source truth without stronger ingestion and cross-source verification.

# 8. Pre-ingestion manipulation risk

Pre-ingestion manipulation means data may have been changed before LEO receives it.

Examples:

* edited spreadsheet before upload;
* removed rows;
* changed supplier names;
* changed amounts;
* changed dates;
* reconstructed report outside the accounting system;
* selectively omitted invoices;
* exported only a favorable subset of data.

The current prototype does not eliminate this risk.

Instead, it exposes the limitation through guarded source trust.

Future production versions must include stronger provenance controls.

# 9. Cross-source verification limitation

The current local demo does not provide production-grade cross-source verification.

Future LEO versions should compare procurement/accounting data against:

* bank exports;
* accounting system exports;
* procurement platform records;
* supplier registries;
* invoice metadata;
* contract files;
* delivery confirmations;
* approval logs;
* public registries.

Current v0.6 does not yet perform full trusted connector-based verification.

Therefore, interpretation remains guarded.

# 10. LocalStorage limitation

The dashboard uses browser localStorage for local reviewer actions.

This means:

Review state may disappear if browser storage is cleared.
Review state may not transfer between browsers.
Review state is not multi-user.
Review state is not production-grade storage.
Review state is not audit-grade persistence.
Review state is not suitable for large institutional datasets.

localStorage is acceptable for a local prototype.

It is not acceptable as production storage.

# 11. Big Data and scalability limitation

Browser-based local execution and localStorage are not suitable for large institutional datasets.

Limitations include:

* browser memory constraints;
* localStorage size limits;
* slow rendering with large records;
* no server-side indexing;
* no secure multi-user persistence;
* no database-backed query layer;
* no role-based access control;
* no centralized audit archive.

For production-scale use, LEO would require a secure backend storage architecture.

# 12. Local-only execution limitation

The current dashboard runs locally in a browser.

This is useful for demonstration because it is simple and controlled.

However, local-only execution means:

* no central institutional deployment;
* no shared reviewer workflow;
* no controlled user identity;
* no server-side audit archive;
* no guaranteed backup;
* no controlled retention policy;
* no enterprise access management.

This is acceptable for v0.6 demo.

It is not sufficient for production deployment.

# 13. Export package limitation

The exported package is a:

Current v0.6 export does not include:

It is a structured local review artifact.

It is not cryptographic proof.

# 15. Reviewer identity limitation

The current local prototype does not verify reviewer identity.

Reviewer actions are local annotations.

The dashboard does not currently provide:

* authenticated user accounts;
* verified reviewer identity;
* role-based access control;
* institutional approval authority;
* digital signature by reviewer;
* multi-reviewer attribution.

Reviewer identity verification belongs to a future production phase.

# 16. Audit trail limitation

The current audit timeline is a local review timeline.

It is not:

* external audit certification;
* legal evidence chain;
* production audit log;
* immutable institutional archive.

Any such conclusion requires separate human, legal, accounting, donor, or audit process.

The current prototype confirms:

* ingestion timestamps;
* source system identification.

This would reduce dependence on manually prepared local files.

A production version would require storage beyond localStorage.

These are not included in v0.6.

The current local prototype does not provide this.

A production deployment would require:

None of these should be implied by the local dashboard.

# 30. Why these limitations are a strength

Clear limitations make LEO more credible.

A serious institutional system must state:

* what it knows;
* what it does not know;
* what depends on source data;
* where human review is required;
* what authority it does not have.

This is part of LEO’s design discipline.

LEO should not imitate false certainty.
